KPK is actively investigating allegations of corruption related to the haj quota. DPR RI’s Commission VIII Chair, Marwan Dasopang, has urged the legal process to proceed without delay, noting that the DPR’s recommendations and conclusions regarding the 2024 haj arrangements have been finalized.
“The DPR has completed its part. Now, it’s up to law enforcement agencies to take the lead. We’ve finished the parliamentary inquiries, published the findings, and now it’s their turn,” Marwan stated at the Parliament Complex in Senayan, Jakarta, on Wednesday (20/8/2025).
He emphasized that the parliamentary investigation was comprehensive and had begun with a working committee and a special committee, with their conclusions already laid out. While he refrained from detailing specific violations uncovered, Marwan entrusted further investigation and action entirely to the authorities.
“We identified misconduct. The nature of the violations—whether related to corruption or abuse of authority—is for the law enforcement agencies to determine. We’ve handed over all the findings,” he explained. “Our job is done; violations were found, and the committee’s decision has been made.”
The root of the issue involves the use of half of an additional 20,000 haj quotas allocated during Minister Yaqut Cholil Qoumas’s tenure. During a press conference on Saturday, August 9, 2025, KPK Deputy for Enforcement and Investigation, Asep Guntur, highlighted concerns over the distribution process for the extra quotas granted in 2024. These additional quotas were reportedly approved by President Joko Widodo (Jokowi) following a meeting with Saudi Arabian authorities.
KPK alleges that the deployment of half of this extra quota for exclusive haj travel deviated from established regulations. They revealed involvement from hundreds of travel agencies collaborating with the Ministry of Religious Affairs to manage this process.
“In fact, the distribution involved multiple travel agencies—more than a hundred, if I recall correctly,” said Acting Deputy for Enforcement and Investigation, Asep Guntur Rahayu, during a press briefing at the KPK’s Merah Putih building in Kuningan, South Jakarta, on Tuesday (12/8).
The KPK has also imposed travel restrictions on three witnesses to prevent them from leaving the country: former Minister Yaqut Cholil Qoumas, his ex-special assistant Ishfah Abidal Aziz, and Fuad Hasan Masyhur, head of Maktour.
