KPK Investigates SK Designer in Alleged Rp 1 Trillion Hajj Quota Corruption

The KPK is actively investigating those involved in drafting the 2024 Hajj quota allocation decision (SK), amid allegations of corruption. According to the agency, such decisions are typically crafted by a minister or someone of similar rank.
“Generally, at the minister level, it’s either they personally draft the SK or it’s already prepared,” said Acting Deputy for Enforcement Asep Guntur Rahayu at the KPK headquarters in Jakarta on Wednesday (6/8/2025), as reported by detikNews.
“We’re exploring who initially gave the instruction—whether there was a higher authority that issued the directive or if other elements were at play. That’s what we’re currently investigating,” he added.

In addition, the KPK is scrutinizing whether the draft SK was proposed by lower-ranking officials, travel agencies, or other parties. The document serves as a key piece of evidence in this case.
“Was the SK proposed from the bottom-up, by subordinates, or was it issued as a top-down directive? That’s what we’re digging into,” Rahayu explained.

Previously, the KPK announced an initial estimate of the national financial loss in the alleged Hajj quota corruption case, which exceeds Rp 1 trillion.
“In our preliminary calculations, the suspected state loss surpasses Rp 1 trillion,” KPK spokesperson Budi Prasetyo stated at the agency’s Kuningan office in South Jakarta on Monday (11/8).
Budi clarified that this figure stems from internal calculations and has been discussed with the Financial and Development Audit Agency (BPK). “It’s an initial estimate by the KPK, but BPK will provide a more detailed assessment later,” he said.

At this stage, the KPK is operating under a general investigation warrant, and no suspects have been named. The agency has also placed three individuals under prevention orders, including former Minister of Religion Yaqut Cholil Qoumas.
