KPK Reveals Exciting Updates on 2024 Hajj Quota Investigation

KPK has recently revealed the latest updates regarding the suspected corruption case involving hajj quotas in Indonesia. According to the KPK, the ongoing investigation focuses on the hajj organizers and travel agencies. “We are still in the early stages of the investigation, targeting those involved in the organization, particularly the travel agencies. Recently, we questioned a travel agency owner, as they are the end recipients of the quotas before they are allocated to the public,” stated Asep Guntur Rahayu, the Acting Deputy for Enforcement and Execution of KPK, on Thursday, July 24, 2025.

Asep elaborated that obtaining a hajj quota involves several stages and processes. “The waiting list is extensive. If you sign up today, you might not depart for 25 years. To shorten this wait, the quotas need to be increased, which means more people can travel. Currently, there are around 20,000 quotas available that should be utilized appropriately, and that’s what we’re investigating,” Asep explained.

He assured that once information comes to light, the KPK moves swiftly to investigate. “Whoever is implicated will be scrutinized, including the Minister of Religious Affairs currently in office,” he said. “As soon as we receive information regarding those involved, meaning insights from various levels of the travel organizers, the Ministry of Religious Affairs, and other relevant bodies, we will summon them for questioning,” Asep added.

It’s worth noting that on July 31, 2024, KPK received a report from a group called the United Students’ Activist Movement (GAMBU), who lodged a complaint against then-Minister of Religious Affairs Yaqut Cholil Qoumas and Deputy Minister Saiful Rahmat Dasuki, concerning the reallocation of regular hajj quotas to special hajj spots. “As the report-giving party, we urge the leaders of KPK to call those reported along with related parties for examination in accordance with the applicable legal provisions,” commented GAMBU Chair Arya.

Arya pointed out that the special hajj quota constitutes only 8% of all hajj quotas in Indonesia, as regulated by Law No. 8 of 2019 concerning the Management of Hajj and Umrah. “There are allegations that a minister acted unlawfully, misused authority, and bypassed regulations by setting hajj quotas without consulting the Parliament,” he stated. “In essence, this action effectively reduced the regular hajj quota by 8,400 people due to the redirection towards special hajj pilgrims,” he elaborated.

In response, the KPK indicated that any reports received would undergo thorough analysis. If the examination yields sufficient findings, the matter will progress to the next steps. Midway through this year, KPK confirmed that it is actively investigating alleged corruption regarding the determination of hajj quotas. “Yes, we are currently looking into the corruption allegations related to hajj quota determination,” Asep Guntur Rahayu confirmed to reporters on Thursday, June 19.
