Malaysia Boosts Tourist Visits from Indonesia, Especially to Penang

Malaysia continues to be the top source of visitors to Indonesia, and reciprocally, Indonesian tourists are among the largest groups visiting Malaysia. Beyond the close geographical proximity, ease of entry is also a significant factor. Among several popular destinations for Indonesian travelers, Penang stands out as a top choice.

Famous as a renowned medical tourism hub, Penang attracts a diverse array of visitors. According to data from Penang Global Tourism (PGT) in 2024, the island welcomed approximately 453,000 international tourists, with a substantial portion coming from Indonesia. PGT CEO, Ooi Chok Yan, emphasizes their goal to promote Penang not just as a medical destination but as a comprehensive tourism hotspot.

“In Indonesia, we see a high influx of medical tourists, but our appeal extends far beyond that. We have new attractions, fresh activities, and a rich cultural exchange that we want to share with the Indonesian market,” Ooi explained during the Penang Networking Sessions at the Ritz Carlton Hotel in Jakarta on August 13, 2025.

Delving deeper into what makes Penang attractive, Ooi highlights several key features. George Town, the historic city center, remains well-preserved and brimming with cultural heritage. Meanwhile, Penang Hills stands out as Malaysia’s first UNESCO Biosphere Reserve, offering stunning natural vistas. The island’s culinary scene is equally inviting, familiar and satisfying for Indonesian tastes.

“There’s so much for Indonesian travelers to explore in Penang. Its proximity makes travel incredibly convenient, and the range of attractions is vast. We see enormous potential for growth,” Ooi added.

As part of efforts to showcase Penang’s appeal, PGT has partnered with ASTINDO (the Indonesian Travel Agents Association) to develop tailored travel packages. Pauline Suharno, ASTINDO’s Chairwoman, expressed optimism about expanding Indonesian visitation.

“PGT is well-prepared to support and promote Penang, particularly by updating attractions to align with current trends. While some sites are longstanding favorites, they have been revitalized to feel more contemporary and engaging,” Pauline said.

“By offering fresh, relevant experiences, we ensure travelers feel comfortable and excited to explore new places. The continuous branding and marketing initiatives are key to attracting visitors and keeping Penang top of mind,” she added, highlighting the importance of ongoing promotional activities in maintaining interest and driving tourism growth.
